This is a service kit for any 2nd Generation 4-seat All-Terrain Cruiser XL's swivel housings, where the swivel wheel attaches to the frame. This kit includes all hardware needed to replace one broken swivel housing. The image shows two housings, but only to illustrate the top and side view.
